Although the 2017 and 2018 models of the Dell XPS 15 are referred to as Dell XPS 15 9560 and Dell XPS 15 9570 respectively, instead of using 9580 for the 2019 model of its XPS 15, Dell opt for the code name 7590.
Nevertheless, except for the introduction of the OLED panel (optional), 9th Gen. Intel chipset and webcam repositioning, Dell maintains the design and main features of the earlier model in the new laptop.

Same Design but Webcam Repositioning:
As a result of its unusual compact size, light weight and InfinityEdge bezels, Dell called the new laptop one of the world's lightest 15.6-inch performance-class laptops'. It should be recalled that the last year's model, with the identical size and design, was referred to as the 15.6-inch laptop in the body of the 14-inch.
In fact, when you compare their sizes, shapes, colours, ports and weight, there is no difference between the new XPS 7590 and the last year's XPS 9570.

However, or perhaps, in response to the users complaint, instead of placing the laptop's webcam on the usual position, i.e. directly below the screen, the new laptop's webcam is now found at the top of the InfinityEdge Display, its rightful spot.
Meanwhile, with that thin top-bezel, one would've expected Dell to expand the top of the InfinityEdge Display, a little, for it to accommodate the Webcam easily.

Surprisingly, while maintaining the size of the laptop's top bezel, Dell has managed to put its smallest laptop's webcam, so far, on the top of its 2019 XPS 15 InfinityEdge display. This smaller (2.25mm) webcam was first introduced in the 2019 Dell XPS 13.
Despite its smaller size, there are report that, the picture quality of the new Webcam is also better than that of the last year's model.

Dell Introduces OLED Panel to the new XPS 15 7590:
Dell has introduced 4k UHD OLED display to its 2019 XPS 15 9750, in addition to the two usual display options, thereby making the total numbers of the display options, available for the buyers, to be three.

In the 2019 Dell XPS 15, the first type of screen is the 15.6" FHD (1920x1080) InfinityEdge, Anti-glare, Non-touch IPS display. And this 1080p Display covers 100% sRGB and offers 500-nits brightness.
This is followed by the 15.6" 4k UHD (3840x2160) InfinityEdge reflective IPS  Touch Display. This display covers  100% Adobe RGB colour space and it also offers 500-nit brightness.

The third and newly introduced one is the OLED screen, and the 2019 Dell XPS 15 is the company's first laptop to feature OLED panel.
Thus, the 15.6" InfinityEdge OLED Display also features 4k UHD resolutions, with Non-Touch Reflective screen surface. And this OLED panel offers vivid colours and deeper blacks than the two other Non-OLED screens.
Furthermore, Dell XPS 15 with OLED Display covers 100% DCI-P3 colour space. However, compared to the other two panels, it offers slightly less brightness of 400-nits.

It should be noted that the 4K UHD Touch displays are still protected by the Corning Gorilla 4.
And, like the previous models of the Dell XPS 15, the type of display panel that comes with the new laptop depends on the price or your choice of configurations.

Though, basically, the base model, i.e. Dell XPS 15 9750 with Core-i5 processor, features 1080p IPS Display, also, the Core-i7 model with "modest configurations", also features 1080p panel. And for either of the two models, there is no option for the 4k panel.
But, the other Core-i7 models with higher configuration, and the Core-i9 model, offer choices between 1080p panel, 4K IPS-LCD panel and 4K OLED panel.

9th Generation Intel Processor:
For its processing power, Dell XPS 15 7590 makes use of the recent 9th Generation Intel Coffe Lake Chipset. And like the previous 8th Generation chipset, the 9th Generation Intel chipset also comes in three different processing powers of Core-i5, Core-i7 and Core-i9.
Still, the newer Intel Coffe Lake processors offer more processing power than the last year's Lake Caby's processors.
Below are the details of the processors:
Intel Core-i5 9300H processor (8MB Cache, up to 4.1 GHz, 4 Cores).
Intel Core-i7 9750H processor (12MB Cache, up to 4.5 GHz, 6 Cores).
Intel Core-i9 9980HK processor (16MB Cache, up to 5.0 GHz, 8 Cores).

As usual, the base model of the new Dell XPS 15 is fitted with the Core-i5 processor. Furthermore, just like in the last year's model, there is a variant of the new laptop that features the Core-i7 processor, and it is equipped with a modest configurations (like the ones found in the Core-i5 variant). Meanwhile the rest of the Core-i7 variants come with higher configurations.

The high-end variant of the 2019 Dell XPS 15 7590 is equipped with a more powerful Core-i9 processor; which boast of 8 cores and clock speed of up to 5.0GHz.
Also, this variant is highly configured too, for instance, the laptop is equipped with 32GB (2x16GB) of RAM and 1/2 TB (Terabyte) M.2 PCIe NVMe Solid State Drive (SSD).
NOTE: the Core-i7 variant can also be configured with those specs (of the Core-i9) mentioned above.

GeForce GTX 1650 Graphics Card:
Like the previous model, the new laptop features NVIDIA Graphics Chipset and it also has the same VRAM of 4GB GDDR5. However, unlike the last year's model that's fitted with discreet NVIDIA GeForce GTX 1050Ti GPU, the new laptop features more powerful GeForce GTX 1650; for smoother UHD Video streaming and Seamless 4K Gaming.

Meanwhile, the base model of the 2019 Dell XPS 15, like earlier model, makes use of the integrated Intel UHD Graphics 630, although, this variant, like others, still has NVIDIA GeForce GTX 1650 also, as its discreet Graphics card.

RAM And Storage Capacity:
Like the previous XPS 15 9570, the base model of the new XPS 15 7590, i.e. the one with Core-i5 processor, comes with 8GB of RAM (2x4G) DDR4-2666MHz. The Core-i7 comes in different RAMs of 8GB, 16GB and 32GB.
Meanwhile, the high end Core-i9 variant of the Dell XPS 15 is fitted with a 32GB of RAM.
Although it is said that the new Dell XPS 15 7590 32GB memory can be configured, up to 64GB, Dell is yet to confirm that.

The amount of storage that you'll have on the new laptop depends on its variant or your choice of configurations, but mostly, the storage set up for the new Dell XPS 15 7590 is similar to that of the last year's model. All the variants of the new laptop come with the M.2 PCIe NVMe SDD. And starting from the base model, which features 256GB SSD, other storage options are 512GB SSD, 1TB SSD and also 2TB SSD, in high end variants.

Ports and Connectivity:
Except for the introduction of the Bluetooth 5.0 and the Killer Wi-Fi AX1650 (2x2); which said to be 2x faster than the previous Killer 1535 802.11ac. Every other things, in the new laptop, remains the same as that of the last year's model.
I.e., the numbers of ports and their arrangements are exactly like those of the last year's model.
Therefore, the following  previous ports are also found on the new laptop:
Charging port.
Thunderbolt 3 (1 port).
USB 3.1 Gen 1 (2 ports).
HDMI 2.0 (1 port).
SD Card (1 slot).
Wedge-shaped lock (1 slot).
3.5mm Audio jack and Microphone combination.

Multimedia and Accessibility:
Like its predecessor, Dell also equipped the new laptop with the same 4W (2x2W) stereo speakers, which are also powered by the Waves Maxx Audio Pro, meanwhile, the new widescreen (720p) webcam also features dual array digital microphone.
The Dell XPS 15 7590 also features the optional Window Helio; which enables your new laptop's power button to also serves as a fingerprint scanner.

Battery Capacity:
Concerning the laptop's battery capacity, the option is still either 3 Cell 56WHr battery or 6 Cell 97 WHr battery, and both batteries are still non-removable, for the user. Meanwhile, apart from the battery capacity, the type of display panel, that comes with your new laptop also determine the amount of time you get from the battery life.
In other the words, with the same battery capacity, the 1080p display will last longer than the one with a 4K UHD IPS panel, While the 4K OLED will slightly consume more power than the other two types of display.

Price and Operating System:
The Dell XPS 15 7590 is preloaded with the Window 10 Home Edition (64-bit).
Meanwhile, the starting price of the new laptop is $1,099; and it is for the base model with the Intel Core-i5 processor, 8GB of RAM, 256GB M.2 PCIe NVMe SSD with 1080p IPS Display. While the price of the high-end model is $2,099 i.e. the one with 32GB of RAM, 1TB M.2 PCIe NVMe SSD and 4K UHD OLED panel.
